Tributación ambiental: estado de la cuestión y experiencia en España

Abstract

RESUMEN. El acelerado deterioro del medio ambiente ha puesto de manifiesto la insuficiencia de las medidas adoptadas hasta el momento por las Administraciones Públicas para prevenirlo y evitarlo. En este contexto, los impuestos ecológicos, constituyen una de las alternativas más interesantes. En el presente trabajo, se resume el consenso existente en la literatura sobre los fundamentos y efectos económicos esperados de estos tributos y, se aborda el estado de la cuestión en los países de la OCDE. y en España. El trabajo finaliza con unas conclusiones y reflexiones finales sobre el futuro próximo de la tributación ambiental en España.

ABSTRACT. The rapid deterioration of the environment highlights the inadequacy of the measures adopted by the public administrator to palliate it. In this context, the "green" taxes constitute one of the most interesting alternatives. In this paper, the agreement on the foundation and effects of the environmental tributes is summarized, and the state of the question in the countries of the OECD and in Spain is reviewed. The work finishes with some conclusions and final reflections on the future of the environmental taxation in Spain.
