Opinión de los docentes sobre la evolución de la función directiva en la legislación española: estudio de caso.

Abstract

RESUMEN: La dirección escolar es un pilar básico en el organigrama del centro educativo y hoy día nadie pone en duda la importancia de la labor realizada por un director o una directora en la buena marcha de un centro e incluso su repercusión en los resultados escolares obtenidos. Asimismo, la dirección escolar debe asumir la responsabilidad de una organización compleja capaz de aprender, que pretende satisfacer expectativas y demandas de la ciudadanía, buscando siempre la mejora continua y ofreciendo un servicio educativo de calidad. No es fácil presentar un esquema claro de la dirección escolar en toda Europa. Cada país somete su sistema educativo a continuas reformas, de tal manera que lo que valía para hoy, mañana presenta otro panorama normativo que poco tiene que ver con el anterior. El modelo de dirección cambia en cada país condicionado por variables que conforman su entramado histórico y cultural, como el modo de acceso a la dirección, el marco normativo que define el funcionamiento y organización del centro educativo y los desafíos de carácter social, cultural y político a los que tienen que responder los centros (Álvarez, 2003).Es por ello, que se hace preciso llevar a cabo un análisis histórico en el que se aprecie la evolución que ha sufrido y está sufriendo la dirección escolar en España a través de las leyes educativas implantadas a lo largo de los años en nuestro país. Asimismo, mediante un método empírico, considero necesario realizar una búsqueda rigurosa bibliográfica para determinar los modelos de liderazgo existentes en nuestro sistema educativo así como su aplicación a la dirección escolar. Finalmente, para tener una visión más realista y actual, he decidido efectuar una pequeña encuesta a directores y maestros con el fin de examinar y contemplar sus funciones y conocer su perspectiva en lo referente a dicha evolución.La principal conclusión a la que he llegado a la hora de realizar dicho proyecto, es que la situación por la que atraviesa nuestro sistema educativo en cuanto a los cambios implantados por las diferentes leyes educativas, afecta no solo a la directiva escolar, sino a todos y cada uno de los profesionales que viven y conviven con estos obstáculos. De modo, que todo intento de compensar y recompensar dichas dificultades por parte de la directiva escolar es poco para solventar este continuo vaivén de reformas educativas.

ABSTRACT:The school management is the basic pillar in the organization chart of the educational centre and nowadays, nobody questions the importance of the work conducted by a male or female headmaster in the good development of a centre or even its impact on the obtained school results. Similarly, the school management must cope with the responsibility of a complex organization which is able to learn, one which is intended to satisfy the expectations and demands of the citizenship, always looking for the continuous improvement and offering a quality educational service. It is not easy to present a clear outline of the European educational direction. Each country submits its educational system to continuous reforms, in a way that what is worth today, tomorrow will present another regulatory scene which has little to do with the former one. The managing scheme is changed in eachcountry conditioned upon variables which shape its cultural and historic tapestry, as a way to access to the administration, the normative framework which defines the functioning and organization of the educational centre and the social, cultural and politic challenges which have to be answered by the centres. It is therefore that it is necessary to carry out an historic analysis in which it is appreciated the evolution the school management has undergone and is experiencing in Spain through the educational laws implanted over the years in our country. Therefore, using an empiric method, I believe it is necessary to carry out a rigorous bibliographic search in order to determine the existing leadership roles in our educative system as well as its implementation to the school management. Finally, to have a more realistic and current vision, I have decided to conduct a little survey to headmasters and teachers for the purpose of examining and considering its functions and knowing its perspective referring to the mentioned evolution.The main reached conclusion when fulfilling the mentioned project, is that the situation our educational system is going through in respect of the implemented changes by the different educational laws, it affects not only the school management, but also every professional who lives together with these obstacles. So, it is certainly that every attempt to make up for and reward such difficulties on the part of the school management is little to solve this continuous educational reform swinging.
