Proyecto de parque empresarial en el área integral estratégica de Castro-Urdiales

Abstract

RESUMEN: Debido a la continua expansión de Castro-Urdiales como centro estratégico, a medio camino entre Santander y Bilbao, el actual polígono “El Vallegón”, situado en Sámano; un municipio encuadrado en Castro-Urdiales, no tiene actualmente la suficiente capacidad para atender la creciente demanda industrial y empresarial asociada a la globalidad del municipio de Castro-Urdiales. De esta manera, se ha planteado una expansión gradual del actual polígono empresarial procediendo en 2 fases, desarrolladas mediantes sendos Planes Singulares de Interés Regional (PSIR) y quedando encuadrada la solución a plantear en el presente Proyecto, en la 2ª fase de la expansión. Ésta 2ª fase está compuesta por una superficie máxima de 250.000 m² desarrollándose en el siguiente proyecto una parte de la misma intentando, en la medida de lo posible, no entorpecer las futuras expansiones hasta cubrir la extensión máxima. Así, la solución planteada se desarrollará en el espacio que, actualmente ocupa un vertedero inerte situado en un alto con proximidad el actual polígono “El Vallegón”. Dicha solución comprenderá el espacio comprendido en dicho vertedero así como los viales de acceso a la futura área urbanizada desde el actual polígono de “El Vallegón” y los correspondientes servicios necesarios para desarrollar la actividad empresarial e industrial con la mayor brevedad posible.

La solución planteada no utiliza una superficie mayor que la del vertedero inerte debido a la escasez del terreno disponible, ya que el mismo está configurado sobre unos terrenos muy agrestes, con una gran diferencia de cota entre los puntos más altos y más bajos lo cual obligaría a unos importantes volúmenes de desmonte y terraplén con los correspondientes costes de urbanización y medioambientales. El proyecto está diseñado con las características de una obra completa: se apoya en el actual polígono “El Vallegón” al que se enganchan todos los servicios de que se dota la obra, conectándose la totalidad de los mismos en sendos puntos buscando siempre la mayor optimización de costes y un resultado lo más eficiente de los mismos. El nuevo polígono consta de un vial de acceso y una glorieta de reparto a tres calles que parten de ella en perpendicular. Se han proyectado los servicios de abastecimiento, red separativa de recogida de aguas sucias con una red de pluviales y saneamiento, media y baja tensión y alumbrado público. Para su diseño se ha tenido en cuenta la normativa existente, tanto autonómica como municipal y se ha recurrido a soluciones constructivas ya utilizadas en el polígono existente satisfactoriamente, de forma que se optimice la explotación del polígono. En cuanto a la parcelación y la situación de acometidas de servicios, se ha respetado la dimensión establecida para la parcela mínima de 6.000 m², buscando en todo momento dar prioridad a empresas medianas-grandes que puedan tener un interés empresarial en ubicarse en el futuro polígono

ABSTRACT: Due to the continued expansion of Castro-Urdiales as a strategic center, halfway between Santander and Bilbao, the current polygon "The Vallegón" located on Sámano; a municipality framed in Castro-Urdiales, does not currently have sufficient capacity to meet growing industrial and business demand associated with the global nature of the municipality of Castro- Urdiales. In this way, it has proposed a gradual expansion of the existing business park proceeding in two phases developed in two separate Regional Interest Singular Plan (PSIR) and being framed to bring the solution to this project in the 2nd phase of the expansion. This 2nd phase consists of a maximum area of 250,000 m² developed in the next project a part of it trying, as far as possible not to hinder future expansion to cover the maximum extent. Thus, the proposed solution will be developed in the space currently occupied an inert landfill located on a high with the current polygon proximity "El Vallegón". This solution will include the space covered by the landfill and the access roads to the future urbanized from the current polygon "El Vallegón" and related services necessary to develop the business and industrial activity area as soon as possible. The proposed solution does not use an area larger than that of the inert landfill due to the scarcity of land available, since it is set on very rough terrain with a height difference between the highest and lowest points which would force with the large volumes of cut and fill with the costs of urbanization and environmental. The project is designed with the features of a complete work: it is based on the current polygon "El Vallegón" that all services that work gives hook, connecting all of them in two points always looking for further optimization cost and most efficient result thereof. The estate consists of a new access road and a roundabout sharing three streets radiating from it at right angles. They are projected supply services, separate system for collecting waste water with a network of stormwater and sanitation, medium and low voltage and public lighting. Its design has taken into account the both regional and municipal regulations and has been employed constructive solutions and successfully used in the existing polygon, so that the operation of the polygon is optimized. As for the division and the status of connections of services it has respected the established minimum parcel size to 6,000 m², seeking always to give priority to medium-large Enterprise that may have an interest in locating in the future estate companies.
