Nuevos problemas en la evaluación de proyectos de ingeniería : evaluación de la vulnerabilidad y de la percepción del riesgo en el análisis coste-beneficio medioambiental

Abstract

RESUMEN: Esta tesis doctoral intenta estudiar en profundidad la metodología del análisis coste-beneficio medioambiental y la posibilidad de incorporar en ella el estudio de algunos de los atributos ambientales que definen un ecosistema con respecto a su capacidad para resistir impactos. Para ello primero se estudiará el ACB medioambiental en sí mismo, tanto su metodología, como los problemas asociados a la aplicación de la misma, señalando tanto sus fortalezas como debilidades como una forma de analizar profundamente el método. Seguidamente se estudiarán cuatro conceptos medioambientales que pueden definir el comportamiento de los ecosistemas: sostenibilidad, resiliencia, vulnerabilidad y percepción del riesgo. El análisis de ellos tanto por separado como en conjunto debe permitir determinar las relaciones que entre ellos existen. Por último, se estudiará la posibilidad de incorporar estos conceptos en la propia metodología del ACB medioambiental.

ABSTRACT: This PhD. thesis aims to study in depth the environmental CBA methodology and the possibility of incorporating into it the study of some environmental attributes with respect to their impact resistance. On a first approach, the analysis is led by means of studying the CBA itself, the main methodologies, and all the problems associated to it, pointing out both the strengths and criticisms that are made to it, so as to analyze all the issues related to the method. Second, studying four environmental concepts that can define some of the behaviors of an ecosystem: sustainability, resilience, vulnerability and risk perception. The analysis of each one of these terms both separately and altogether will allow to determine the possible relationships that exist between them. And finally, the possibility of incorporating these concepts into the methodology of environmental CBA will be studied.
