El Debate Parlamentario

Abstract

El debate parlamentario es aquel a través del cual los legisladores intervienen mediante discursos en sesiones exponiendo sus posiciones y puntos de vista al respecto sobre diversas e innumerables materias, con el fin de conmover y convencer al pueblo de las cuestiones que defienden. Aquí está muy presente la contradicción, pues sobre un mismo tema nos encontramos con visiones muy contrapuestas. La oratoria tiene como objetivo la convicción. Ha de ser clara y precisa. En el debate parlamentario hay un sistema muy reglado, dirigido por un presidente que será el encargado de ordenar el debate a través de la aplicación del Reglamento. El uso de la palabra es necesario en el debate, pues sin él, éste no existiría. La tienen todos los Diputados con el fin de desarrollar sus convicciones. El debate parlamentario no es igual en todas las Comunidades Autónomas que forman parte de España, pues, aunque el fondo si es el mismo, entre algunas Comunidades Autónomas hay pequeñas diferencias en cuanto a su formalidad o plazos, al igual que ocurre con otros parlamentos europeos. En este trabajo se habla de una visión general del Debate Parlamentario en su conjunto, cómo se forma ese debate, las reglas que hay en el mismo, los procedimientos que hay que llevar a cabo para solicitar la palabra e intervenir en el debate, los instrumentos de control al Gobierno de los que dispone el Parlamento, el funcionamiento del sistema de votaciones o la oratoria parlamentaria entre otras.

Parliamentary debate is the one through which legislators intervene through speeches in sessions presenting their positions and points of view on various and innumerable matters, in order to move and convince the people of the issues they defend. The contradiction is very present here, because on the same subject we find very opposed visions. Oratory aims at conviction. It must be clear and precise. In parliamentary debate there is a highly regulated system, headed by a president who will be in charge of ordering the debate through the application of the Rules of Procedure. The use of the floor is necessary in the debate, because without it, the debate would not exist. It is available to all Members in order to develop their convictions. The parliamentary debate is not the same in all the Autonomous Communities that are part of Spain, because although the substance is the same, among some Autonomous Communities there are small differences in terms of their formality or deadlines, as is the case with other European Parliaments. This paper discusses an overview of the Parliamentary Debate as a whole, how this debate is formed, the rules that exist in it, the procedures that must be carried out to request the floor and intervene in the debate, the instruments of control of the Government available to the Parliament, the operation of the voting system or parliamentary oratory, among others.
