Gasto social en tiempos de Covid: teoría y evidencia empírica

Abstract

RESUMEN: El punto de partida de este trabajo es poner en situación como se encontraba el contexto socio económico a nivel europeo durante el COVID-19. Para tener una mayor información de los hechos se toma un periodo de tiempo comprendido entre los años 2016 y 2021, con el fin de tener una comparativa respecto a otros años y así poder evaluar como afectó la pandemia a nivel de gasto social en Europa. Para analizar esta información tomamos como referencia las diferentes partidas que componen el gasto social. En cada una de ellas se extrajeron los datos correspondientes comprendidos en este periodo de tiempo. El objetivo es analizar la evolución del gasto social y los indicadores de bienestar especialmente analizando el impacto del COVID-19. Para ello se toman como referencia diferentes indicadores que tienen relación con el bienestar con el objetivo de evaluar el desarrollo y ver en qué medida afectó el COVID-19. Por último, destacamos un apartado de discusión en la que se evalúa el análisis realizado y se sacan una serie de conclusiones comparándolo con otros estudios.

ABSTRACT: The starting point of this work is to describr the situacion of the socio-economic context at the European level during COVID-19. To have more information on the facts, a period of time between 2016 and 2021 is taken, in order to have a comparison with the other years and thus be able to evaluate how the pandemic affected social spending in Europe. To analyze this information we take as reference the different ítems that make up social spending. In each of them, the corresponding data included in this period of time was extracted. The objetive is to verify to what extend these measures were effective and how they influenced the well-being of the European population. To do this, different indicators that are related to well-being are taken as reference with the aim of evaluating development and seeing to what extent COVID-19 affects it. Finally, we highlight a discusión section in wich the análisis carried out is evaluated and series of conclusions are drawn.
