Análisis microeconómico del proyecto industrial “Llano de la Pasiega”

Abstract

El objetivo principal de este trabajo es analizar el proyecto industrial “Llano de la Pasiega” impulsado por parte del gobierno de Cantabria y la empresa pública SICAN. Es un proyecto que surge como idea en 2006, y que hasta finales del año 2023 es cuando están previstas el comienzo de sus obras. El proyecto es denominado como Proyecto Singular de Interés Regional (PSIR) dada su gran importancia. Está concebido como uno de los proyectos que impulsarán la región a nivel industrial a medio y largo plazo, y es considerado como el eje estratégico para hacer de la industria cántabra una industria competitiva a nivel nacional. El análisis por realizar es un análisis microeconómico que tiene como objetivo conocer cuál es la situación actual del proyecto, su composición, y, a medida que avance el trabajo, se analizará a través de diferentes herramientas la viabilidad del proyecto y los diferentes aspectos económicos que componen el mismo. En el primer punto de este trabajo comenzaremos con una introducción del proyecto donde trataremos la situación actual de la industria cántabra, la importancia de este proyecto para la región, y una descripción de los principales actores sobre los que gira el proyecto. Avanzando al segundo apartado, realizaremos un análisis del proyecto en profundidad. Antecedentes, condicionantes, ubicación y tipo de industria serán los subapartados que lo conforman y que nos permitirán generar una idea más precisa del proyecto. Respecto al tercer apartado, ésta trata sobre un análisis DAFO. En primer lugar, explicaremos en que consiste dicho análisis y sus diferentes partes, y, en segundo lugar, realizaremos el análisis en base al PSIR comentando las implicaciones especificas del proyecto. En el cuarto apartado desarrollaremos un análisis coste-beneficio donde empezaremos con una introducción, seguida de un resumen ejecutivo y los objetivos del propio análisis. Y a la segunda parte entraremos en detalle sobre los costos de inversión e ingresos del proyecto. El quinto apartado está conformado por la herramienta de valoración financiera VAN. Explicaremos de que trata dicha herramienta y aplicaremos el caso anuestro proyecto con una peculiaridad, y es que, propondremos tres diferentes alternativas con diferentes niveles de ocupación para situarnos en diferentes escenarios. El TIR conformará el sexto apartado del trabajo, continuando con el análisis de viabilidad financiera seguimos con la tasa interna de retorno con la misma situación, tres diferentes alternativas a analizar y comparar. Un análisis de impacto sobre el proyecto será el apartado siete del trabajo. Este análisis tendrá una introducción explicativa, que seguirá del propósito y objetivos del mismo, para terminar con la evaluación de los diferentes impactos económicos, sociales y medioambientales. Por último, desarrollaremos un apartado que tratara sobre una conclusión global sobre el proyecto.

The main purpose of this project is to analyze the industrial project “Llano de la Pasiega” promoted by the Cantabria’s government and the public company SICAN. It is a project that emerged as an idea in 2006, and until the last part of 2023, it is when the construction works are planned to start. The project is called Singular Project of Regional Interest (SPRI) due to its great importance. It is made to be one of the projects that will take the region to a different industrial level in the mid-term and long term. And it is considered as the core strategy to convert Cantabria’s industry into a competitive industry in a national level. The analysis to be done it is a microeconomic analysis, that its main purpose, is to know which is the current situationof the industry in Cantabria, its structure, and, when the work is advancing, it will be analyzed by some economic tools the viability of the project and the different economic factors that composed the project. In the first point of this project, we will start with an introduction to the project where we will analyze the current Cantabria’s industry situation. The importance of this project for the region, and a description of the main actors that the project is moving around. Moving forward to the second point, we will do a deep analysis of the project. The precedents, determining factors, location and the type of industry will be the different parts and that will let us make a precise idea about the project. Regarding the third point, it is about the swot analysis. First, we will explain what the analysis is about and its different parts, in second place, we will do the analysis based on the SPRI talking about the specific implications of the project. In the fourth point we will develop the cost-benefit analysis where we will start with an introduction, followed by an executive summary and the objectives of the analysis. In the second part we will put into detail about the investment expenses and incomes of the project. The fifth section is in accordance with the VAN financial assessment tool. We will explain what this tool is about, and we will apply it to our project with a peculiarity, that is, we will propose three different alternatives with different levels of occupancy to situate the project in different hypotheses. The Internal Rate of Return will be the sixth point of the project. Following the financial viability analysis we will keep the IRR in the same situation, three different hypotheses to analyze and compare. An impact analysis about the project will be the seventh point of the project. This analysis will have an explanatory introduction, that will be followed by the purpose and the objectives of the project. To finish with the evaluation of different economic, social, and environmental impacts. To finish, we will develop one last point thar will be about the conclusionof the project and its implications.
