Procesos de artificialización en el área urbana funcional de Santander: consideraciones para una futura infraestructura verde

Abstract

La insostenibilidad del modelo urbano generado por los procesos de artificialización se constituye como una temática clave y prioritaria, hecho observable tanto a través de los contenidos de la Agenda 2030 y de los Objetivos de Desarrollo Sostenible (ODS) como de las diferentes agendas urbanas. En la presente investigación se analizan los procesos de artificialización del área urbana funcional (AUF) de Santander, se identifican y caracterizan los elementos susceptibles de formar parte de una hipotética infraestructura verde (IV) y se determinan los factores de conflicto que dificultarían su implantación. Los resultados permiten constatar que, si bien en las condiciones actuales es posible implementar una IV a corto-medio plazo en el AUF de Santander, existen factores que podrían dificultar o hacer esto inviable en un futuro al dar continuidad a los procesos de artificialización dispersos, el sellado del suelo, la fragmentación territorial y la consecuente ocupación de espacios naturales aptos para ser integrados en la IV. El enfoque de la investigación contribuye a una línea de trabajo con amplio desarrollo en la actualidad, tanto desde el ámbito académico como institucional, que busca estudiar las posibilidades de la IV como la vía fundamental para alinear la evolución de los espacios urbanos con las pautas de los ODS y las agendas urbanas.

The artificialization processes result an unsustainable urban model, which is key and priority issue regarding to both contents of the 2030 Agenda and the Sustainable Development Goals (SDGs) as well as the different urban agendas. On this basis, this research analyzes the artificialization processes of the functional urban area (FUA) of Santander. The study identifies main parts of a hypothetical future green infrastructure and characterizes main metropolitan processes that may conflict with a deeper goal in regard to a future green infrastructure (GV). The results show that, although under current conditions it is possible to implement an GV in the FUA of Santander, there are factors that could hinder or make this unfeasible in the future by continuing the processes of dispersed artificialization, soil sealing, territorial fragmentation and the consequent occupation of natural spaces suitable for integration into the GV. The research was conducted from both academic and institutional approaches. Research approach contribute to an integrated topic of urban areas evolution in the frame of SDGs and Urban Agendas.
