¡Arriba la pesca!: el discurso de la política social pesquera durante el Primer Franquismo

Abstract

RESUMEN. La preocupación del Primer Franquismo por atraer a las masas de trabajadores llevó al nuevo régimen a desarrollar una densa política social cargada de propaganda y de paternalismo. En ese contexto, de la mano del Marqués de Valterra, nuevo hombre fuerte del Instituto Social de la Marina, se elaboró también una intensa política social pesquera. Su discurso comenzó por considerar al mar como inagotable y al pescado como el alimento perfecto, para luego centrarse en los pescadores y sus familias, gente buena pero ignorante y, por tanto, necesitada de tutela y adoctrinamiento, además de viviendas saludables. Se buscaban pescadores dóciles, religiosos y sanos capaces no sólo de trabajar duro en la captura del pescado, alimento llamado a sustituir a los escasos productos agrarios, sino de asumir ese papel de clase trabajadora y pobre y, con ello, acercarse al régimen franquista.

ABSTRACT. The concern of First Franco Years to attract the workers took the new system to develop a solid social policy loaded of propaganda and paternalism. In that context, the Marquis of Valterra, new strong man of Maritim Social Institute, made also an intense fishing social policy. The discourse began by considering a sea like inexhaustible and fish like the perfect food, to after that focusing on the fishermen and their families, good people but ignorant, and so in need of tutelage and indoctrination, besides salutary housing. The policy looked for obedient, religious and healthy fishermen not only to work hard to capture the fish, food called to replace the scarse agrarian products, but also to adopt the paper of working and poor class and, with that, to go up to the Fraco system.
