Geografía del Conocimiento y planificación universitaria

Abstract

RESUMEN: En el presente artículo se empieza apuntando los principales trabajos que abordan la relación universidad y desarrollo regional y la llamada «Economía del Conocimiento» y se resalta la importancia que el análisis geográfico tiene en la planificación y gestión de las universidades y de la investigación científica. Tras hacerse explícita la metodología geográfica que se ha utilizado en la elaboración del Atlas I+D+i de España y en las obras Atlas de la España Universitaria y Universidad, sociedad y territorio, se presentan los principales resultados cartográficos asociados a estos trabajos y se señala la importancia que el territorio tiene en la planificación y gestión universitarias. Se defiende la idea de que la organización de la información sobre las universidades y el resto de elementos del sistema I+D+i debe hacerse a partir de sistemas de gestores de bases de datos y sistemas de información geográfica, habida cuenta de la necesidad de su actualización permanente. El uso de las herramientas citadas permite que esta información pueda ser geo-visualizada, cartografiada, analizada e interpretada, presentándose en el artículo algunos resultados representativos, tomados de las obras citadas. El artículo concluye afirmando que la plasmación cartográfica de las estructuras de los «espacios del saber» es condición necesaria para una eficaz y eficiente planificación del conocimiento científico, pero no es condición suficiente: la hace suficiente el razonamiento geográfico, porque únicamente el conocimiento geográfico (de la sociedad, de la economía, de las infraestructuras y las relaciones y estructuras espaciales) puede ayudar a valorar la importancia de los condicionantes económicos y socio-territoriales de la «Geografía del Conocimiento» y a interpretar el marco en el que éste se desarrolla.

ABSTRACT: This paper, after commenting on relevant work on the relation among university, regional development and the so-called «Knowledge Economy», highlights the importance of geographical analysis in the planning and management of universities and scientific research. After explaining the geographical methodology that was used in the elaboration of the R&D&I Atlas of Spain and in the Digital Atlas of Spanish Universities and University, society and territory, presenting the principal cartographic results of the associated work and the importance of territorial aspects in planning and managing universities is discussed. In particuler, it proposes the idea that organization information on Spanish Universities and other elements of the R&D&I Spanish system can only be achieved by using database management systems and geographical information systems, bearing in mind that these procedures require continual updating. The use of the afore-mentioned tools enables this information to be geo-visualized, mapped, analyzed and interpreted; in fact, this article cites some representative results taken from these sources. The document concludes that geo-visualization and cartographic representation of the structures of the «knowledge spaces» is a necessary condition to achieve effective and efficient planning of scientific knowledge, but is not a sufficient condition: it only becomes sufficient through the application of geographic reasoning, because only geographical knowledge (about society, the economy, infrastructures and the territorial relations and structures) can help to assess the importance of economic and socioterritorial conditioning factors implicated in the «Geography of knowledge» and to interpret the framework in which it develops.
