Análisis y Evaluación de los Fondos Europeos y Planes de Recuperación

Abstract

RESUMEN: Este trabajo tiene como objetivo principal el análisis y evaluación de los planes de recuperación de España y Cantabria. Previamente al análisis de éstos hablaremos de los distintos Fondos Europeos existentes, así como de los nuevos Fondos Next Generation EU y el nuevo Marco de Financiación (2021-2027). Éstos están conformados por una financiación sin precedentes en la historia de la Unión Europea, que pretende dejar atrás el método de austeridad y sentar las bases de una nueva forma de afrontar las crisis económicas. En primer lugar, estableceremos cual es la situación de nuestro país previa a la pandemia. Esta cobra mayor relevancia para España debido a que su estructura económica está basada en gran medida en el sector servicios uno de los más vulnerables a las medidas de contención de la COVID. En segundo lugar, evaluaremos cuáles son los distintos objetivos de un plan también llamado no solo, a recuperar los niveles de PIB existentes antes de la pandemia si no a transformar la economía en distintos ámbitos como: digital, energético, social, territorial y de igualdad de género. En tercer lugar, analizaremos las reformas e inversiones que España propone para alcanzar los objetivos previstos, así como los controles de auditoria establecidos, que tanta importancia poseen dadas las magnitudes de la financiación a recibir. Posteriormente realizaremos un análisis de cuál es el impacto macroeconómico esperado por el gobierno. Por último, explicaremos cuál es el papel y los requisitos que se han de cumplir por parte de las Comunidades Autónomas en la toma de decisiones sobre los Fondos Europeos y el desarrollo del Plan Nacional. Para ello como caso de estudio, evaluaremos el Plan Re(activa) de Cantabria en el que comentamos los objetivos que plantea, así como algunos de los principales proyectos.

ABSTRACT: The main objective of this work is the analysis and evaluation of the recovery plans of Spain and Cantabria. Before analyzing these, we will talk about the different existing European Funds, as well as the new Next Generation EU Funds and the new Financing Framework (2021-2027). These are made up of unprecedented financing in the history of the European Union, which aims to leave behind the austerity method and lay the foundations for a new way of dealing with economic crises. In the first place, we will establish the situation in our country prior to the pandemic. This becomes more relevant for Spain because its economic structure is largely based on the service sector, one of the most vulnerable to COVID containment measures. Secondly, we will evaluate what are the different objectives of a plan also called not only to recover the levels of GDP that existed before the pandemic, but also to transform the economy in different areas such as: digital, energy, social, territorial and equality. of genre. Thirdly, we will analyze the reforms and investments that Spain proposes to achieve the planned objectives, as well as the established audit controls, which are so important given the magnitude of the financing to be received. Subsequently, we will carry out an analysis of the macroeconomic impact expected by the government. Finally, we will explain the role and the requirements that must be met by the Autonomous Communities in decision-making on European Funds and the development of the National Plan. For this, as a case study, we will evaluate the Re(activa) Plan of Cantabria in which we comment on the objectives it sets, as well as some of the main projects.
