Sistema de información y gestión de residuos en los puertos marítimo-comerciales españoles de interés general

Abstract

RESUMEN: Actualmente, la prevención de vertidos ilegales procedentes de los buques es un tema objeto de preocupación y que genera numerosa normativa legal a nivel mundial, europeo y nacional. En dicho contexto, el objetivo principal de esta tesis doctoral es analizar el actual sistema de información y gestión de los residuos MARPOL, generados por los buques, en los puertos marítimo-comerciales españoles de interés general, como herramienta de apoyo a la administración marítima para su mejora continua y el correcto cumplimiento del Convenio MARPOL. Para conseguirlo se combina el uso de diferentes fuentes de información, tanto primarias como segundarias, y diversas metodologías (métodos tendenciales, índices de concentración, análisis y mejora de procesos, metodología de Rasch). Se considera que los resultados de esta Tesis Doctoral no solo contribuyen al desarrollo teórico del campo, sino que también son de utilidad para los gestores de los puertos y de los buques.

ABSTRACT: Currently, the prevention of illegal discharges from ships is an issue of concern that generates numerous legal regulations at a global, European and national levels. In this context, the main objective of this doctoral thesis is to analyze the current information system and management of MARPOL wastes generated by ships, in Spanish maritime-commercial ports of general interest, as a support tool for the maritime administration to its continuous improvement and correct compliance with the MARPOL Convention. To achieve this, the use of different sources of information, both primary and secondary, and various methodologies (trend methods, concentration indices, process analysis and improvement, Rasch methodology) are combined. It is considered that the results of this Doctoral Thesis not only contribute to the theoretical development of the field, but are also useful for port and ship managers.
