Análisis de la incidencia del covid-19 en el tráfico de la red autonómica de carreteras de Cantabria en 2020, mediante estaciones permanentes de aforo.

Abstract

RESUMEN: La pandemia sufrida en todo el mundo por el virus Covid-19 ha supuesto, además de un gran reto para al sistema sanitario, una crisis social y económica en la que España y Cantabria, también han resultado afectadas. Una de las primeras medidas tomadas para controlar la pandemia fue la restricción de la movilidad de las personas, incluso la restricción de algún derecho fundamental recogido en la Constitución de 1978, amparado por el Estado de Alarma declarado por el Gobierno de España el 14 de marzo de 2020. En este Trabajo Fin de Grado (TFG) nos centraremos en analizar el impacto que la pandemia del Covid-19 ha tenido en el tráfico de vehículos dentro de la Red Autonómica de Carreteras del Gobierno de Cantabria. El proceso que vamos a seguir es calcular, en primer lugar, la Intensidad Media Diaria mensual del año 2020 en dieciséis (16) estaciones permanentes de aforo de las que dispone el Servicio de Carreteras Autonómicas, perteneciente a la Dirección General de Obras Públicas de la Consejería de Obras Públicas, Ordenación del Territorio y Urbanismo. Una vez calculada, procederemos a comparar estos datos con los obtenidos por estas mismas estaciones permanentes durante los años 2019 y 2021. Podremos establecer entonces como ha influido la pandemia en la reducción sufrida por el tráfico anual en la Red Autonómica, así como en la accidentalidad respecto a 2019 y cuanto de esa pérdida pudo haberse recuperado en el año 2021, teniendo en cuenta que aún no se había vencido al Covid-19.

ABSTRACT: The pandemic suffered throughout the world by the Covid-19 virus has meant, in addition to a great challenge for the health system, a social and economic crisis to which Spain and Cantabria have also been affected. One of the first measures taken to control the pandemic was the restriction of the mobility of people, including the restriction of some fundamental right included in the 1978 Constitution, protected by the State of Alarm declared by the Government of Spain in March 2020. In this Final Degree Project (TFG), we will focus on analyzing the impact that the Covid-19 pandemic has had on vehicle traffic within the Autonomic Roads Network of the Government of Cantabria. The process that we are going to follow is to first calculate the Monthly Average Daily Intensity for the year 2020 in sixteen (16) permanent traffic counting stations available to the Autonomic Roads Service belonging to the General Directorate of Public Works of the Ministry of Public Works, Spatial Planning and Urbanism. Once these values are calculated, we will proceed to compare these data with those obtained by these same permanent stations in 2019 and 2021. We will then be able to establish how the pandemic has influenced the reduction suffered by annual traffic on the Autonomic Roads, as well as in the accident rate compared to 2019 and how much of that loss could have been recovered in 2021, taking into account that it had not yet been defeated Covid-19. defeated.
