Protocolos de protección marítima para el transporte marítimo en zonas de riesgo

Abstract

RESUMEN: Este trabajo se refiere a la protección marítima y como se realiza tal protección en tres niveles distintos, internacional, europeo y español. Abarca tanto aspectos militares como civiles de la protección marítima y en él se describen las amenazas que afectan a la seguridad marítima en general y a la española de forma particular, las agencias tanto internacionales, regionales como nacionales involucradas en la protección de la misma, sus estructuras operativas, los medios y capacidades con los que disponen a la hora de ejercer sus funciones y la forma de reacción tanto preventiva como reactiva ante las amenazas. Se exponen además los instrumentos y doctrina principales para la protección marítima y que constituyen el interfaz entre las fuerzas navales y el tráfico mercante Para finalmente exponer las principales guías de procedimientos aplicables a la protección marítima las cuales son publicadas y potenciadas por la International Chambers of Shipping con el impulso de la Organización Marítima Internacional que es la que desarrolla los procedimientos y preceptos legales de aplicación en el transporte marítimo. El presente Trabajo Fin de Grado, forma parte del Convenio firmado entre el Ministerio de Defensa y la Universidad de Cantabria, para la investigación de los protocolos de Seguridad Marítima (Resolución 420/38208/2019, de 19 de julio, de la Secretaria General Técnica, BOE, número 183 del 1 de agosto de 2019).

ABSTRACT: This academic work refers to maritime security and how such protection is carried out at three different levels: international, European and Spanish. It covers both military and civil aspects of maritime security and it describes the threats that affect maritime security in general and the Spanish case in particular, the international, regional and Resumen y Palabras Clave, Abstract and Keywords. To finally expose the main procedural guides applicable to maritime security, which are published and promoted by the International Chambers of Shipping with the impetus of the International Maritime Organization, which is the one that develops the procedures and legal precepts of application in maritime transport. This academic work is part of the agreement signed between the Ministry of Defense of Spanish Government and the University of Cantabria, for the investigation of Maritime Security protocols (Resolution 420/38208/2019, of July 19, of the Technical General Secretariat, BOE, number 183 of August 1, 2019).
