Procedimiento para expedir un permiso de trabajo para reparación, mantenimiento y mejora de equipo.

Abstract

El objeto de este trabajo fin de máster (TFM) se refiere a la implementación dentro del sistema de gestión del buque (SG) de los procedimientos que controlan los trabajos de reparación, mantenimiento o mejora de equipos de un buque mercante (trabajos RMM). Esta área de actividad es clave porque tiene dos consecuencias muy beneficiosas para el buque o cualquier organización: un mantenimiento efectivo y la reducción del número de averías. Cada trabajo de RMM implica realizar un análisis de riesgos, identificar los peligros y las medidas de tratamiento del riesgo causado por los peligros inherentes a ese trabajo y al lugar donde se desarrolla la actividad. Sobre estos aspectos del análisis de riesgos, los Sistemas de Gestión (SG) que he conocido aportan procedimientos poco precisos, incompletos y no adecuados al trabajo de RMM que se desea realizar, provocando una brecha en la seguridad causante de muchos incidentes y accidentes a bordo de los buques. La realización de un trabajo de RMM se divide en tres fases: preparación o fase de análisis, briefing y ejecución material del trabajo. La preparación o fase de análisis expide el permiso u orden de trabajo en el que se documenta la alternativa de actuación. El briefing es una reunión preparatoria en la que se explica el permiso/orden de trabajo a los que van a ejecutar materialmente el trabajo. La realización de un trabajo de RMM requiere desglosarlo en una secuencia de tareas, llamada alternativa de actuación, que se elabora durante la fase de análisis o preparación del trabajo. La fase de análisis o preparación del trabajo lleva implícito el análisis de riesgos. La fase de análisis o preparación del trabajo finaliza con la expedición del permiso de trabajo (PT) u orden de trabajo (OT), que es el documento en el que se describe la alternativa de actuación desglosada en tareas y las medidas de tratamiento de riesgo, nivel de riesgo, procedimientos del SG utilizados y personas responsables en cada fase del trabajo de RMM.

ABSTRACT: The purpose of this master's degree final project (TFM) refers to the implementation within the ship management system (SMS) of the procedures that control the repair, maintenance and improvement of equipment of a merchant ship. This area of activity is key because it has two very beneficial consequences for the ship or any organization: effective maintenance and the reduction of the number of breakdowns. The briefing is a preparatory meeting in which the work permit/order is explained to those who are going to materially execute the work. Performing a work requires breaking it down into a task sequence, which is elaborated during the analysis or preparation phase of the job. The analysis or preparation phase of the work involves risk analysis. The analysis or preparation phase of the work ends with the issuance of the work permit (PT) or work order (OT), which is the document that describes the work broken down into tasks and risk treatment measures, risk level, SMS procedures used and responsible persons in each phase of the MMR work. If the work requires a documented risk analysis, a work permit (PT) will be used. For simple tasks that do not require a documented risk analysis, a work order (OT) is issued.
