Microcréditos y microfinanzas : Panorama del microcrédito en el rio de la plata

Abstract

RESUMEN: El microcrédito lleva desde los años 70 como una herramienta clave en la lucha contra la pobreza mediante el apoyo, no solo financiero, al emprendimiento de la población con menos recursos y excluida del sistema financiero tradicional. Este trabajo además de dar a conocer en que consiste y como funciona un microcrédito, intenta posicionar esta figura, dándole la relevancia que tiene frente a otras, como el crowdfunding muy en auge actualmente, que pese a formar parte también de los sistemas financieros alternativos, no busca combatir la exclusión financiera ni apoyar a los más desfavorecidos. Realizaremos un acercamiento a los conceptos básicos, sus antecedentes y evolución que nos servirán como base para revisar cual es la situación del microcrédito en una zona geográfica con elevados vínculos históricos, sociales, culturales y económicos con nuestro país, como es el Rio de la Plata, en concreto: Uruguay y Argentina. La elección de los mismos no es insignificante. Su importancia radica en comprender que ocurre en estos dos países, de los más desarrollados en Latinoamérica desde el punto vista socio económico pero donde aún existen necesidades relevantes de lucha contra la exclusión financiera y donde los índices de pobreza son muy elevados. Sin embargo, la figura del microcrédito alcanza niveles inferiores de actividad en relación a su potencial. Finalmente comparamos ambos países para ver sus diferencias y el modo en que están acometiendo reformas sus respectivas instituciones. Se observan dos velocidades y enfoques de actuación distintos. Sin duda, Uruguay está dejando atrás a su vecino ribereño, cuando a nuestro entender, es Argentina quien debería, por capacidad y necesidad real, estar en el primer lugar. Incluso me atrevo a aventurar que deberá efectuar reformas efectivas que le permitan acceder a esos lugares de privilegio en toda la región latinoamericana y de esta forma ayudar a mejorar su economía.

ABSTRACT: Microcredit has been a key tool in the fight against poverty since the 70s by supporting, not only financially, the entrepreneurship of the population with fewer resources and excluded from the traditional financial system. This work in addition to publicizing what a microcredit consists of and how it works, tries to position this figure, giving it the relevance it has compared to others, such as crowdfunding very booming today, which despite also being part of the alternative financial systems, does not seek to combat financial exclusion or support the most disadvantaged. We will take an approach to the basic concepts, their background and evolution that will serve as a basis for reviewing the situation of microcredit in a geographical area with high historical, social, cultural and economic ties with our country, such as the Rio de la Plata, specifically: Uruguay and Argentina. The choice of them is not insignificant. Its importance lies in understanding what happens in these two countries, one of the most developed in Latin America from the socio- economic point of view but where there are still significant needs to fight against financial exclusion and where poverty rates are very high. However, the figure of microcredit reaches lower levels of activity in relation to its potential. Finally, we compare the two countries to see their differences and the way in which their respective institutions are undertaking reforms. Two different speeds and approaches to action are observed. Without a doubt, Uruguay is leaving behind its coastal neighbour, when in our opinion, it is Argentina that should, by capacity and real need, be in first place. I even dare to venture that it will have to carry out effective reforms that will allow it access to these places of privilege throughout the Latin American region and thus help to improve its economy.
