El ingreso mínimo vital: la protección de la situación de vulnerabilidad económica

Abstract

Resumen: El Ingreso Mínimo Vital es una nueva prestación no contributiva del Sistema de Seguridad Social, cuyo fin es el de contribuir a erradicar la situación de vulnerabilidad que generan tanto la pobreza como la exclusión social. Esta prestación, completa el Sistema de Seguridad Social español, que hasta ahora no contaba con ningún tipo de ayuda de esta naturaleza. Se trata de una prestación que venía siendo necesaria y que se ha visto materializada de manera forzada debido a la crisis sanitaria, que ha agravado los niveles de pobreza. Es una obligación por parte del estado garantizar el bienestar social, dentro de este ámbito se enmarca esta prestación no contributiva de nuestro Sistema de Seguridad Social basada en el principio de igualdad y en el de universalidad. Este trabajo trata de mostrar la situación previa en la que se encontraba la población española y la necesidad creciente que se venía dando de incorporar en el Sistema de Seguridad Social una prestación que protegiera a las personas en situaciones de vulnerabilidad económica. También se trata de señalar los puntos fundamentales de esta prestación y las situaciones que aun parecen no estar del todo aclaradas.

Abstract: The Minimum Vital Income is a new non-contributory benefit of the Social Security System, whose purpose is to help eradicate the situation of vulnerability that generates both poverty and social exclusion. This benefit completes the Spanish Social Security System, which until now did not have any type of help of this nature. It is a benefit that had been necessary and that has been forced to materialize due to the sanitary crisis, which has aggravated poverty levels. It is an obligation on the part of the state to guarantee social welfare; this non-contributory benefit of our Social Security System is framed within this scope, based on the principle of equality and universality. This paper tries to show the previous situation in which the Spanish population found itself and the growing need that had been given to incorporate a benefit into the Social Security System that would protect people in situations of economic vulnerability. It is also about pointing out the fundamental points of this benefit and the situations that still seem not to be completely clarified.
