El Concejo de Baró y el valle de Valdebaró en el Trienio Liberal (1820-1823). Concejo, junta de valle y ayuntamiento constitucional

Abstract

RESUMEN: El presente trabajo estudia la construcción histórica del territorio y sus espacios de poder en el valle de Valdebaró (Liébana) durante el Trienio Liberal (1820-1823). En el mismo analiza cómo se convirtieron los antiguos concejos y juntas de valle en ayuntamientos constitucionales, cómo se realizó esta mudanza y si la misma fue impulsada desde el propio territorio o si, por el contrario, fue impuesta por las administraciones superiores, como pudo ser por parte de la diputación provincial. Se analiza el caso concreto del Concejo de Baró, que se constituyó en 1820 como autoproclamado ayuntamiento constitucional, y como este defendió su estatus de facto ante la Diputación Provincial de Santander, que tenía la competencia última para autorizar la instalación de los ayuntamientos constitucionales que prevenía la Constitución de Cádiz. También tratamos en este trabajo la creación del Ayuntamiento Constitucional de Valdebaró (futuro ayuntamiento de Camaleño) y de cómo los concejos que forman el valle se opusieron a tal cosa.

ABSTRACT: The present work studies territory´s historical construction and its power spaces in the valley of Valdebaró (Liébana) during the Trienio Liberal (1820-1823). In it we analyze how old concejos and juntas de valle turned into constitutional councils, as well as how this change was made and if it was impulse from the own territory or, instead, it was imposed by higher administrations, such as the Provincial Deputation. We analyze the specific case of the Concejo de Baró, which constituted itself in 1820 as self-proclaimed constitutional council, and how it defended its status de facto in front of the Provincial Deputation of Santander, which had the last competence to authorize the installation of constitutional councils that Cadiz´s Constitution stablished. We also treat the creation of the Ayuntamiento Constitucional de Valdebaró (which turned into Camaleño´s council) and how the councils which composed the valley opposed such thing.
