Sanidad, financiación autonómica y transferencias

Abstract

RESUMEN: El presente trabajo tiene como objetivo estudiar toda la problemática relativa a la financiación autonómica y sanitaria en España. El propósito de este trabajo es doble. Primero, se examina la financiación de la asistencia sanitaria en las regiones españolas pasando revista a sus posibles variantes y se aprecia que nuestro sistema está claramente inclinado por el lado de la integración en el modelo general de financiación ("Línea Ingreso o Espacio Fiscal") con condiciones específicas ("Sistema Mixto"). En segundo lugar, se estudia la situación de la sanitad postransferencial y su correspondiente financiación en el nuevo modelo aprobado en 2001 sobre la bases de los efectos de la cesión de impuestos sobre las regiones.

ABSTRACT: The present paper has as objective to study the whole relative problem to the autonomous communities and regional health care expenditure financing in Spain. This article has a dual purpose. Firs, the financing of the current health care attendance is approached in the Spanish regions passing magazine to its possible variants and we observe that the balance of our system is clearly inclined towards the side of the integration in the general pattern of financing ("Fiscal Room") with specific conditions ("Mixed System"). Secondly, we examine the new situation in the mark of health care and its corresponding financing in the new model approved in 2001, in terms of the effects of tax assignment on autonomous communities
