Actualización de las delimitaciones territoriales en Cantabria

Abstract

RESUMEN: El Término Municipal abarca el territorio en el cual el Ayuntamiento ejerce sus competencias, sus límites son una serie de líneas jurisdiccionales definidas por un título jurídico, generalmente un acta de deslinde firmada de mutuo acuerdo entre ambos Ayuntamientos. Para la representación gráfica de estas líneas se realizaron poligonales de brújula que recorrían los mojones del límite municipal. La precisión con la que están grafiadas se corresponde con las técnicas topográficas de la época (principios S. XX) y con la finalidad perseguida que era representarlas en el MTN50, no siendo esta precisión compatible con las grandes escalas utilizadas hoy en día en el Catastro, cartografía autonómica, planes de ordenación urbana, etc. Por ello la necesidad de la actualización geométrica de las líneas. Para esta finalidad el Instituto Geográfico Nacional (IGN) ha diseñado el Plan Nacional de Actualización de las Delimitaciones Territoriales (PNADT). Este Plan permitirá mejorar geométricamente la definición de las líneas inscritas en el Registro Central de Cartografía (RCC) del IGN, la cual debe de acompañarse de la correspondiente actualización del título jurídico. En esta ponencia se explica la problemática y las metodologías seguidas en Cantabria en el Plan Nacional de Actualización de las Delimitaciones Territoriales.

ABSTRACT: The municipality boundary covers the territory in which the town hall has its legal domain, this is separated from the neighboring municipalities because of a number of jurisdictional lines, and these lines are defined by a legal title, a memorandum of agreement between the commissions of both councils. For graphic representation of these lines were a series of compass polygonal that crossed the city limits of boundary mark points. The accuracy with which are currently drawn corresponds with topographic techniques of the time (early last century) and with the aim sought, that was to represent them on the National Topographic Map at scale 1:50.000, not being this accuracy compatible with big scales used in cadastre, in the municipal and autonomic cartography or in the cartographic of urban plans. To geometrically improve the definition of the lines inscribed on the RCC, the IGN has designed the Actual National Plan of Territorial Delimitations. On this text, explains the need for geometrically updating the lines, which have to be followed by the correspondent update of the legal title as well the technical and legal methodologies developed in Cantabria for the Actual National Plan of Territorial Delimitations.
