La intervención administrativa en los establecimientos de alojamiento

Abstract

RESUMEN: El turismo tiene un papel fundamental en la economía española, siendo considerado una industria en sí mismo gracias al impacto y a la importancia que tiene para la economía global. Se encuentra en constante evolución, adaptándose a las necesidades de mercado; creando nuevas formas de turismo, o acondicionándolo a las cambiantes demandas del consumidor. Es la legislación turística, dentro de la legislación administrativa, la que recoge todos estos cambios sufridos por este sector, sin embargo, cada comunidad autónoma regula de manera propia e individual su sector turístico, dando lugar a diferencias en forma, contenido y cronología, suponiendo un perjuicio a la totalidad del sector comenzando por la administración y acabando por los consumidores finales. Por todo ello centraremos el presente proyecto en la intervención administrativa centrándonos en los establecimientos de alojamiento, que reglas y normas se han creado para su regulación y que deben hacer estos para poder ejercer su actividad, especialmente en el caso de Cantabria.

ABSTRACT: Tourism has a fundamental role in the spanish economy, being considered an industry in itself thanks to the impact and the importance that has in the global economy. It is in constantly developing, meeting to the market’s requirements; creating new ways of tourism, or setting up to the different consumer demands. It is the touristic legislation, within the administrative legislation, which reflects all these changes suffered by this sector, however, each autonomous community regulate on their own individually tourist sector, providing differences in the way, content and chronology, supposing a harm to the totality of the sector starting from the administration and ending in the final customer. For all these reasons the current assessment will be focused in the administrative intervention focusing in the accommodation establishments, what kind of rules has been created for their regulation and what they must do to be able to apply their activity.
