Diversidad cultural y necesidades educativas especiales en la escuela: ¿Doble techo de cristal?

Abstract

RESUMEN Las personas con Necesidades Educativas Especiales han sido, desde el origen de la civilización, personas discriminadas socialmente, consideradas inferiores e incluso excluidas de la comunidad. Desde unos años atrás, tanto internacional como nacionalmente, en España se comenzó a considerar a estas personas como seres humanos con simples necesidades específicas en su educación y en su integración social y laboral, desarrollándose tanto una amplia legislación como bibliografía en relación con este tema. Por otro lado, España, incluyendo la C. A. de Cantabria, ha sido, desde hace años, país de destino de inmigrantes de multitud de países, creándose una sociedad pluricultural, incluyendo, obviamente, personas con NEE. Este trabajo trata de conocer la llegada y su posterior trayectoria escolar de niños inmigrantes con NEE y residentes en Cantabria (España) y, a partir de ahí, analizar posibles experiencias racistas o discriminatorias por sus circunstancias y sus dificultades para su inclusión en el sistema escolar. Se comienza por una breve introducción que explica mi interés por ambos temas, pasando a la definición de las expresiones más importantes en este campo y datos estadísticos desde distintos criterios. A continuación, establecemos los objetivos generales y específicos del estudio, explicando la metodología aplicada y el marco teórico atendiendo a distintos aspectos. Para finalizar, se resume la investigación con datos sobre las familias participantes, sus experiencias para llegar a las conclusiones sobre la inclusión de los hijos de las entrevistadas en la sociedad.

ABSTRACT People with Special Educational Needs have been, from the origin of civilization, socially discriminated against, considered inferior and even excluded from the community. From a few years ago, both internationally and nationally, in Spain these people began to be regarded as human beings with simple specific needs in their education and in their social and labour integration, developing both extensive legislation and literature on this subject. On the other hand, Spain, including the A. C. of Cantabria, has been, for years, a country of destination for immigrants from many countries, creating a multicultural society, including, obviously, people with SEN. This work seeks to know the arrival and subsequent school history of immigrant children with SEN and residents in Cantabria (Spain) and, from there, analyze possible racist or discriminatory experiences because of their circumstances and their difficulties in their inclusion in the school system. It begins with a brief introduction that explains my interest in both topics, moving on to the definition of the most important expressions in this field and statistical gives from different criteria. Next, we establish the general and specific objectives of the study, explaining the methodology applied, the theoretical framework taking into account different aspects. Finally, the research is summarized with data on participating families, their experiences in reaching conclusions on the inclusion of the children of those interviewed in society.
