Nuevos retos para España y paises desarrollados: una propuesta de índice de desigualdad de género

Abstract

RESUMEN: La igualdad de género es uno de los diecisiete Objetivos de Desarrollo Sostenible de Naciones Unidas. Frenar toda clase de exclusión o discriminación que puedan sufrir mujeres o niñas alrededor del mundo es más que un derecho fundamental. Se puede afirmar que es clave para conseguir un desarrollo humano sostenible e impulsar la economía a nivel mundial. Una de las primeras definiciones del concepto de género lo encontramos en la obra de 1949 “El segundo sexo” de Simeone de Beauvoir, donde declara: “No nacemos mujeres, nos hacemos mujeres”. La expresión hace referencia al hecho de que el ser mujer es una construcción social basada en un rol determinado, y por tanto, no hay características o cualidades propias de las mujeres o de un solo género (Álvarez, 2006). La sociedad española ha sido testigo de un gran desarrollo a todos los niveles durante los últimos treinta años. Por ello, el objetivo del trabajo es la actualización del Índice de Desigualdad de Género creado en 2010 por el Programa de las Naciones Unidas para el Desarrollo (PNUD), con la finalidad de adaptarse a la nueva realidad vigente en nuestro país y en otros países desarrollados como España. Se analizará el valor del índice durante doce años, de 2006 a 2018, así como cada una de sus dimensiones. La metodología utilizada es la propia del Índice de Desigualdad de Género (IDG) de PNUD. Además, en el nuevo Índice de Desigualdad de Género adaptado (IDGad) se han modificado las dimensiones y renovado los indicadores que se utilizan en su cálculo con el propósito de hacer visibles los retos a los que se tiene que enfrentar la sociedad en materia de igualdad de género para conseguir una paridad real y efectiva.

ABSTRACT: Gender equality is one of the seventeen UN Millennium Development Goals. Minding any kind of exclusion or discrimination that women or girls may experience around the world is more than a fundamental right. It can be said that is the key to achieve sustainable human development and boost the global economy. One of the first definitions of the gender concept is found in the 1949 work “The second sex” by Simeone de Beauvoir, where she states: “We are not born women, we become women”. The expression refers to the fact that being a woman is a social construction based on a given role, and therefore, there are no characteristics or qualities specific to women or of a single gender (Álvarez, 2006). Spanish society has been witnessed a great development at all levels during the last thirty years. Therefore, the objective of the work is the update of the Gender Inequality Index created in 2010 by the United Nations Development Programme, in order to adapt to the new reality in force in our country and in other developed countries such as Spain. The value of the index will be analyzed for twelve years, from 2006 to 2018, as well as each dimension separately. The methodology used is that own of the UNDP Gender Inequality Index. In addition, the new adapted gender inequality index has modified the dimensions and renewed the indications used in its calculation in order to make visible the challenges that society has to face in terms of gender equality to achieve real and effective parity.
