Análisis y documentación de procesos. El caso de la asociación Documenta

Abstract

RESUMEN: El objetivo de este trabajo fin de master consiste en analizar y documentar el proceso “Diseño y gestión de proyectos europeos”, proceso clave de la Asociación DOCUMENTA, empresa cántabra sin ánimo de lucro dedicada a la investigación social aplicada, con una trayectoria de más de 20 años. Para conseguir el objetivo, tras una breve descripción de la empresa y de la casuística de los proyectos europeos, se analiza el funcionamiento actual del proceso. En primer lugar, se ha utilizado la herramienta “Mapa de procesos”, el cual ha permitido identificar un proceso clave, tres estratégicos y tres de soporte. A partir de ahí, el análisis se centra en el proceso clave de DOCUMENTA, en donde para analizarlo y documentarlo se hace uso de la herramienta “Flujograma”, que permite ver la secuencia de pasos. Además, se presenta todo lo anterior aplicado a un caso en concreto, el proyecto “Incommon”. En base a lo expuesto, se concluye que efectivamente la documentación de procesos aporta positivamente en sentido informativo al personal de DOCUMENTA, debido a la existencia de una alta rotación de personal. Así mismo y a pesar de no ser el objetivo, se ha identificado algunas limitaciones en la operativa del proyecto en relación al incumplimiento de funciones y burocracia administrativa de justificaciones financieras. Para estas limitantes se propusieron como mejoras la implementación de un reglamento de sanciones y la simplificación de documentos solicitados por la Comisión Europea, respectivamente.

ABSTRACT: The aim of this master's final project is to analyze and document the process "Design and management of European projects", a key process of DOCUMENTA Association, a non-profit Cantabrian company dedicated to applied social research with a trajectory of more than 20 years. To achieve the aim, after a brief description of the company and the casuistry of European projects, the current operation of the process is analyzed. In first place, the process map tool has been used, which has allowed identifying one key process, three strategic and three support. From there, the analysis focuses on the key DOCUMENT process, which is used to analyze and document it using the Flowchart tool, which allows us to see the sequence of steps. In addition, all of the above it applies through a specific project of DOCUMENTA, called “Incommon”. Based on the above, it is concluded that the documentation of processes effectively contributes informatively to DOCUMENTA staff, due to its high turnover of personnel. Likewise and despite not being the objective, some limitations in the operation of the project have been identified in relation to the non-compliance of functions and administrative bureaucracy of financial justifications. For these limitations, the implementation of a sanctions regulation and the simplification of documents requested by the European Commission, respectively, were proposed as improvements.
