Impacto económico de la política pesquera común en el sector pesquero español

Abstract

RESUMEN: El sector pesquero español es un sector de mucha tradición y de gran importancia para las comunidades costeras ya que ejerce una gran influencia en el tejido social, económico y territorial de las mismas. Este sector ha ido evolucionando a lo largo de los años, ya que se han incorporado y generado importantes cambios y avances en los mercados pesqueros que han redundado en su crecimiento a nivel económico y social. Uno de los cambios más importantes y objeto de nuestro estudio ha sido la incorporación de la política pesquera común al sector pesquero español cuyo objetivo “es garantizar la sostenibilidad de la pesca y estabilidad de los ingresos y los puestos de trabajo de los pescadores”. (Parlamento Europeo, 2019) Esta dinámica evolutiva ha llevado a afrontar situaciones complejas que han tenido cierto impacto en el sector de estudio. Por ende, en el presente trabajo nos aproximaremos al sector, realizando un análisis descriptivo del mismo y un análisis empírico sobre las empresas del sector, la economía agregada y el empleo. En este estudio se interpretarán los datos obtenidos de bases oficiales españolas, tales como SABI (Sistema de Análisis de Balances Ibéricos) y el Ministerio de Agricultura, Pesca y Alimentación. Con ello se podrá expresar claramente la situación de este sector clave en la economía española y definir si las medidas instauradas han aportado mejoría. Bajo esta premisa, analizaremos la situación del sector en los últimos años y a su vez contrastaremos el impacto que ha tenido la reforma de 2013 de la política pesquera común, que ha sido instaurada para mejorar a los anteriores reglamentos y eliminar la problemática que existe con varias cuestiones dentro del sector, citando tanto sus repercusiones positivas como negativas. Así, la finalidad o cometido de este trabajo es el estudio de la integración de la política pesquera común en el sector pesquero español explicando su contribución al desarrollo del mismo.

ABSTRACT: Spanish fishing sector is a sector of great tradition and importance for the coastal communities so this sector have a huge influence over the crowd, economy and the territory. This sector has evolved over the years with important changes and advances have been made in the fish markets which they have improved it in economy and social level. One of the most important changes and object of our study has been the incorporation of the common fisheries policy to the Spanish fishing sector whose objective is “to guarantee the sustainability of fishing and stability of the income and jobs of fishermen” (European Parliament, 2019) This dynamic evolution has led to complex situations that have had some impact on the study sector. So, in this work we will not approach the sector, as a descriptive analysis of the sector and an empirical analysis of enterprises in the sector, the national economy and employment. This work will interpret data obtained from official Spanish bases, such as SABI (Iberian Balance Analysis System) and the Ministry of Agriculture, Fisheries and Food. This will clearly express the situation of this key sector in the Spanish economy and define whether the measures put in place have brought improvement. Under this premise, we will analyse the situation of the sector in recent years and contrast the impact that the 2013 reform of the common fisheries policy has had, which has been put in place to improve the previous regulations and eliminate the problems that have been there are a number of issues within the sector, citing both their positive and negative impacts. Therefore, the purpose of this work is to analyze of the integration of the common fisheries policy in the Spanish fisheries sector explaining its contribution to the development of it.
