El acceso a la inspección educativa en España. Un estudio mediante la técnica Delphi

Abstract

La Inspección educativa es un servicio de la Administración educativa cuyas principales funciones son velar por el cumplimiento de las leyes y contribuir a la mejora de la calidad y equidad en la educación. Realizar una adecuada selección de los inspectores de educación es, por tanto, clave para que puedan desempeñar estas funciones de importante trascendencia en el sistema educativo. En España, el acceso al Cuerpo de Inspectores se efectúa mediante concurso-oposición, regulado por el Real Decreto 276/2007. Sin embargo, la norma permite el acceso a profesores sin haber aprobado la oposición y no hay exigencias formativas propedéuticas en Ciencias de la Educación; además, tanto autores de referencia como los propios colectivos profesionales supervisores consideran que la Inspección está en crisis. Por ello, hemos implementado un estudio empírico fundamentado en la técnica Delphi, con inspectores de Educación y académicos universitarios expertos en Supervisión para conocer sus impresiones sobre cuál debería ser el mejor modo de acceso a la Inspección, en orden a seleccionar a los mejores candidatos. Los resultados obtenidos muestran que algunos aspectos son pertinentes, pero se sugiere modificar otros, logrando acuerdos en los requisitos de acceso, la actualización del temario, la valoración de la experiencia directiva, docente e investigadora, entre otras. Es posible concluir que el acceso a la Inspección Educativa en España debería ser modificado para su mejora.

The Educational Inspection is a service of the Educational Administration whose main functions are to ensure compliance with the laws and contribute to the improvement of quality and equity in education. Making an adequate selection of education inspectors is, therefore, key so that the y can perform these important functions in the education system. In Spain, access to the Body of Inspectors is carried out through competitive examination, regulated by Royal Decree 276/2007. However, the norm allows access to professors without having approved the opposition and there are no formative requirements in education sciences; In addition, both reference authors and the supervising professional groups themselves consider that the Inspection is in crisis. For this reason, we have implemented an empirical study based on the Delphi technique, with Education inspectors and university experts in Supervision to know their impressions on what should be the best way to access the Inspection, in order to select the best candidates. The results obtained show that some aspects are relevant, but it is suggested to modify others, reaching agreements on the access requirements, the updating of the agenda, the evaluation of the managerial, teaching and research experience, among others. It is posible to conclude that access to the Educational Inspection in Spain should be modified in order to improve it.
