Estudio para la elaboración de un plan de seguridad y salud en labores de voladuras en una explotación minera

Abstract

Resumen El objeto del presente TFM es realizar de un estudio conducente a elaborar un Plan de Seguridad y Salud para una explotación a cielo abierto (cantera Torre-Bermejo), dedicada a la producción de árido calizo ubicada en País Vasco. Se partirá de un marco general, con la progresiva particularización para el caso de estudio concreto. Se ha prestado especial atención a las tareas asociadas a la realización de las voladuras, ineludible en el arranque y labores de la explotación, para ello, se han estudiado los diferentes aspectos a tener en cuenta a la hora de implantar y desarrollar un Plan de Seguridad y Salud sobre trabajos de voladura en explotaciones de exterior, con la consiguiente una evaluación de riesgos el desarrollo de las correspondientes disposiciones internas de seguridad. Los puestos evaluados van desde un puesto general dentro de la empresa, considerando seguidamente los de camión, báscula, directo facultativo, dumper, las instalaciones del primario y secundario, pala cargadora, retroexcavadora, el puesto de oficina, la perforación y la voladura, con especial hincapié en esta última, enfatizando el estudio de análisis de riesgos y la determinación de medidas preventivas a observar. La redacción de las DISs ha considerado todas los procesos y tareas ejecutadas en la empresa, determinando las medidas a adoptar.

Abstract The purpose of this End of Msc. Degree Dissertation is to carry out a study aimed at developing a Health and Safety Plan for an open pit mine (Torre-Bermejo quarry), which is dedicated to the production of limestone aggregate, and is located in the Basque Country. The study will start from a general framework, with a progressive particularization for the specific case study. Special attention has been given to the tasks associated with the performance of blasting, which is unavoidable for the breakage of rocks and subsequent works in the mine exploitation. The different aspects to be taken into account when implementing and developing a Health & Safety Plan have been studied for blasting works in open pit mines, with the development of the risk assessment and the redaction of the Internal Safety Provisions. The working posts that have been assessed started from a general position within the company, and from that initial point, the rest were evaluated: truck driver, scale operator, Mining Engineer, dumper driver, operators of primary and secondary processing facilities, loader and backhoe driver, office worker, and drilling and blasting operators, with special emphasis on the latter, highlighting the risk assessment and the determination of the preventive measures to be observed. The drafting of the Internal Safety Provisions has considered all the processes and tasks executed in the quarry, and determined all the measures to be adopted.
