Creación de un plan de contingencia para el puerto deportivo de San Vicente de la Barquera

Abstract

En la actualidad la contaminación por hidrocarburos del medio marino representa un riesgo de considerable importancia que no solo puede afectar al medio ambiente, sino a un ecosistema completo, considerando también las relaciones de los seres vivos con el ambiente que les rodea. En el caso de que el suceso de contaminación por hidrocarburos suceda en las cercanías de un núcleo de población, no solo la flora y la fauna se verán afectadas, sino que puede afectar a la totalidad del ecosistema, lo que provocaría, entre otras muchas cosas, unas consecuencias socioeconómicas terribles. Este trabajo se centra en la gestión de estos sucesos de contaminación, en concreto en el futuro Puerto Deportivo de San Vicente de la Barquera. Para ello, primero se sirve de explicaciones genéricas acerca de los propios hidrocarburos, y sus características, y de los planes de contingencia, como su estructura, los tipos de planes, etc. Una vez que las ideas básicas han quedado claras, comienza el cuerpo del trabajo con el que se desarrolla por completo la creación de un Plan Interior de Contingencia ante un derrame de hidrocarburos. Con este objetivo en mente, se describe la zona en la que se aplica el Plan y la que puede llegar a verse afectada por el derrame, incluyendo todas sus características tanto geográficas, como climáticas. Además, se definen la organización, los procedimientos y las actuaciones relativas al propio Plan para poder hacer frente a un suceso de derrame de hidrocarburos. Finalmente, se consideran los medios de lucha contra la contaminación, así como su mantenimiento, y el entrenamiento que han de seguir las personas que participen en el Plan.

Nowadays the oil pollution of the marine environment is a great risk, which can not only affect the environment, but the whole ecosystem. This ecosystem includes the relationships between the living beings that inhabit it and the surrounding environment. In the case of an oil pollution event taking place near to a populated area, it is not only going to affect to the flora and the wildlife. Its effects would be observable through the whole ecosystem, which means, among other things, some terrible socio-economic consequences. This project focuses on the management of these oil pollution events within the scope of the future leisure port of San Vicente de la Barquera. To achieve this, the project first gives some generic explanations about the hydrocarbons and their characteristics, and about contingency plans, such as their structure, kind of plans, etc. Once the main ideas have become clear, the main part of the project takes place. This consists in the whole creation of a Contingency Plan for oil spills. In order to create this Plan, the project describes the area in which the Plan can be applicated and the surrounding area which can be affected by the pollution. The description includes both geographical and climatic characteristics. Later, the project defines the organisation, procedures, and actuations related to the Plan, so that it can be used to make more efficient the fight against an oil pollution event. Finally, the equipment used to fight against oil pollution is presented, as well as its maintenance and the training that the people who acts during the fight against the pollution must follow.
