El sistema español de protección por desempleo: de la suficiencia a la sostenibilidad

Abstract

RESUMEN: En este trabajo se analizará el tratamiento normativo y la evolución de la prestación contributiva por desempleo, figura que, con el transcurso del tiempo, se ha consolidado como uno de los pilares fundamentales de la protección social y, a su vez, debido a su importancia, más modificaciones ha traído consigo. Se puede afirmar que con la aprobación de la Ley 62/1961, de 22 de julio, por la que se implantó el Seguro Nacional de Desempleo, se consolidó el Sistema de protección a los trabajadores en materia de Seguridad Social. Dicha Ley se inició con una cobertura del 75% del salario medio base de cotización para seguros sociales durante seis meses para los trabajadores afiliados al seguro de desempleo. Actualmente, la población activa disminuye a consecuencia del descenso de la tasa de natalidad, lo cual hace que se resienta el Sistema de pensiones, razón ésta que plantea un gran desafío para nuestra sociedad "¿Cómo podríamos disfrutar de un sistema de prestaciones, concretamente de desempleo, que nos resulte sostenible y suficiente?”.

ABSTRACT: This assignment analyses the regulatory framework and the evolution of the unemployment contributory benefit. It says that, with the passage of time, it has been consolidated as one of the fundamental pillars of the social protection net and, in turn, due to its importance, more modifications have been brought along with it. It can be stated that with the approval of the Law 62/1961, of July 22nd, by which the National Unemployment Insurance was introduced, the welfare scheme, in matters of Social Security, was consolidated. The aforementioned law began with a 75% coverage of the average basic salary on social security contributions for six months and for workers affiliated with the unemployment insurance. Currently, the employed population is decreasing as a result of a fall in the birth rate, which means that the pension system is suffering, and this is a big challenge for our society "How could we benefit from a benefit system, in particular from an unemployment benefit system, which can be sustainable and sufficient?”.
