Abstract

RESUMEN. El objetivo del trabajo es valorar el peso y las implicaciones que tiene la financiación reembolsable ofrecida por los principales proveedores de Cooperación Sur-Sur de Asia (China e India) y América Latina (Venezuela y Brasil). En América Latina, la narrativa tradicional de la CSS para el desarrollo ha tendido a identificar la parte (cooperación técnica vía donaciones) con el todo (CSS). Ello proyecta la falsa imagen de que la CSS para el desarrollo equivale a la cooperación técnica cuando el componente reembolsable (crédito concesional) es, en primer lugar, el tipo de flujo de financiación al desarrollo más importante de la CSS; en segundo lugar, la base sobre la que se apoya el pilar del diálogo político característico de esta cooperación, que desde sus orígenes ha intentado fraguar alianzas para el cambio de las relaciones económicas internacionales; y, en tercer lugar, la cooperación reembolsable marca la tendencia de la financiación de la nueva agenda de los Objetivos de Desarrollo Sostenible.

ABSTRACT. The study aims to assess the weight and implications of repayable South-South Cooperation offered by major providers of Asia (China and India) and Latin America (Venezuela and Brazil). In Latin America, the traditional narrative of the SSC for development has tended to identify the part (technical cooperation through donations) to the whole (SSC). This projected a false image that the CSS is equivalent to the technical cooperation for development when the repayable component (concessional loan) is, first, the type of flow of funding to the most important of the SSC for development; secondly, it is the pillar of political dialogue characteristic of this cooperation, which since its inception has tried to forge alliances for change in international economic relations; and, thirdly, repayable cooperation sets the trend for financing the new agenda of Sustainable Development Goals.
