Orígenes y desarrollo de la Junta de las Cuatro Villas de la Costa de la Mar hasta la confluencia en la creación de la Provincia de Cantabria en 1778.

Abstract

RESUMEN: Conocer los orígenes político-administrativos de la Provincia de Cantabria (posterior Provincia de Santander), es el motivo de la elección de este tema, siendo el objetivo de este trabajo de fin de grado, el de analizar los orígenes y posterior desarrollo de la Junta de las Cuatro Villas, hasta desembocar en la constitución de la Provincia de Cantabria. Las Cuatro Villas de la Costa de la Mar: San Vicente de la Barquera, Santander, Laredo y Castro Urdiales, van adquiriendo importancia a lo largo del tiempo, consiguiendo defender y aumentar sus privilegios. El monarca, cedió a las villas la explotación económica del territorio, con la pretensión de garantizar el auge y desarrollo de tales Villas. Esos privilegios ocasionaron el descontento de otras villas limítrofes que no gozaban de exenciones reales, lo que conllevó a conflictos; sobre todo con las zonas más rurales, aunque también con otras poblaciones marítimas, ya que estas villas eran las únicas que gozaban de un monopolio con el comercio marítimo (debían acudir a sus puertos para desempeñar actividades comerciales o incluso pesqueras). Debido al interés que me ha suscitado la creación de una entidad jurídica en mi región, he querido indagar en la materia, buscando crear una composición que refleje los distintos aspectos de las Juntas. Siendo los principales: sus posturas para con el monarca, sus funciones, sus relaciones con el Corregidor Real, así como todo el desarrollo competencial que consiguieron, desde sus orígenes (hace casi quinientos años) hasta su disolución. Así mismo, he querido incluir fragmentos de las Actas originales de las Juntas y diversas ilustraciones, con la finalidad de reforzar y dar mayor sentido a lo que trato de exponer en este trabajo. Intentando siempre seguir un rigor y una veracidad histórica, pero dotándolo de un componente personal, y de un punto de vista que, en ciertos casos, llega a distar de lo ocurrido. En busca de esquematizar y organizar la información plasmada en este documento, he distribuido el trabajo de la siguiente manera: Naturaleza jurídica de la Junta, su Composición, sus Competencias y su Desarrollo a lo largo de toda su actuación.

ABSTRACT:Knowing the political-administrative origins de la Provincia de Cantabria (subsequent Provincia de Santander), is the reason why this topic has been chosen. Therefore, the aim of this final degree paper is to analyse the origins and the subsequent development of the Junta de las Cuatro Villas, which leads to the Provincia de Cantabria. Las Cuatro Villas de la Costa de la Mar: San Vicente de la Barquera, Santander, Laredo and Castro Urdiales, obtain importance throughout the time, getting to defend and increase their privileges. The Monarch, relinquished the economic exploitation of the territory to the villages, with the purpose of guaranteeing the rise and development of these villages. Those privileges caused the dissatisfaction of other bordering villages that did not enjoy Royal exemptions, which came with conflicts; especially with the most rural places and other maritime towns, since these villages were the only ones that had a monopoly with the maritime trade (they should go to their ports in order to carry out commercial or even fishing activities). The creation of a legal entity in my region seemed very interesting to me, so I wanted to investigate about this topic, looking for the creation of a composition which reflects the different aspects of the “Juntas”. The main aspects are: their position towards the Monarch, their functions, their relationship with the Mayor appointed by the King, as well as the whole competency development that they got, from their origins (500 years ago) to their breakup. In the same way, I wanted to include some passages from the original Agreement of the “Juntas” as well as different illustrations, to support and give sense to what I am presenting in this paper. Trying to follow a historical rigour and veracity, but giving to the topic a personal component from a point of view that could be far from what happened. Looking for organising and schematising the information presented in this paper, I have distributed it in the following way: First, the Legal Nature of the “Junta”, then, its Composition, after that, its Competences, and finally its Development throughout its actions
