¿Realidad o mito?: efecto de la crisis económica sobre el absentismo

Abstract

RESUMEN: Para corroborar la hipótesis de la influencia de la crisis económica en España sobre la evolución del absentismo, se procede a analizar las siguientes cuestiones: En un primer lugar, se hará una valoración de la crisis económica sufrida en España a partir del 2008, y hasta el 2015 aunque sus efectos puedan seguir teniendo consecuencias en la actualidad (2017). También se evaluará como ha influido en la sociedad, teniendo consecuencias sobre la economía, así como en otros factores como la salud, aumentando determinadas enfermedades derivadas del estrés, o el tipo y duración de los contratos, debido de un mercado laboral más inestable y precario. A continuación se habla sobre el absentismo, tanto en términos de definición como de evolución sufrida en España durante estos años, viéndose reducida su tasa desde el 2007 hasta el 2013, año en el que comienza a aumentar ligeramente hasta el 4,88% de 2016 y alcanzando así cifras similares a años anteriores a la crisis. Seguidamente, se abordará el absentismo por Incapacidad Temporal, ya que aunque no sea el único factor que influye sobre el absentismo, es el más importante. Se analizará si la crisis ha influidos en la duración e incidencia de las bajas laborales, tanto por Contingencias Comunes (CC), como por Contingencias Profesionales (CP) de los trabajadores por cuenta ajena en el país. Posteriormente se evalúan las diferencias, en cuanto a duración e incidencia de las contingencias, así como la influencia de la crisis, si los procesos de IT son gestionados por el Instituto Nacional de la Seguridad Social (INSS) o por las Mutuas de Accidente de Trabajo y Enfermedad Profesional de la Seguridad Social (MATEPSS).

ABSTRACT: In order to corroborate the hypothesis of the influence of the economic crisis in Spain on the evolution of absenteeism, we proceed to analyze the following questions: On the one hand, an assessment will be made of the economic crisis suffered in Spain from 2008 until 2015, although its effects could continue to having consequences nowadays (2017). It will also assess how it has influenced in society, having consequences on the economy, as well as in other factors such as health, increasing some illness due to stress, or the type and duration of contracts, which is caused by the instability and insecurity of the labor market Furthermore, the absenteeism is discussed, both in terms of definition and the evolution suffered in Spain during these years, being mitigated its exchange rate from 2007 to 2013, when it starts to increase slightly to 4.88% in 2016, getting similar figures to those encountered in previous years before the crisis. Next, absenteeism will be addressed by Temporary Disability, although it is not the only factor that influences absenteeism, it is the most important. It will be analyzed if the crisis has influenced in the duration and incidence of work losses, by Common Contingencies (CC) and Professional Contingencies (CP) of employed workers in the country. Finishing with the differences, in terms of duration and incidence of contingencies, as well as the influence of the crisis, if the IT processes are managed by the National Social Security Institute (INSS) or by the Work Accident Mutual and Professional Illness of Social Security (MATEPSS).
