Evolución de la productividad total de los factores y sus componentes en el sistema portuario español durante el periodo 2000-2014

Abstract

RESUMEN: En esta investigación se analiza la evolución de la productividad total de los factores del Sistema Portuario Español y sus componentes durante el periodo 2000-2014. A lo largo del estudio, en primer lugar, se repasa cronológicamente el marco normativo que ha regulado el Sistema Portuario Español desde el siglo XV hasta la actualidad, el cual se ha reformado constantemente en los últimos años. En segundo lugar, se hace un estudio de la evolución histórica del tráfico de mercancías y de los factores productivos utilizados por los puertos españoles. Una vez analizada la descripción y procedencia de los datos, se realiza un repaso de la metodología utilizada en el estudio de la productividad total de los factores y sus componentes. Posteriormente, se realiza la especificación empírica utilizada para la estimación de la función de producción y la descomposición de la productividad total de los factores. La estimación de la función de producción recoge una evidencia empírica de la existencia de rendimientos a escala constantes y de un efecto positivo del cambio tecnológico a largo plazo en el output del Sistema Portuario Español. A partir de la función de producción se ha extraído el grado de eficiencia técnica de todas las Autoridades Portuarias, así como una media global para cada año. En ambos casos se demuestra que el Sistema Portuario Español tiene un importante grado de ineficiencia técnica, ya que está muy alejado de la frontera de eficiencia. Finalmente se ha calculado la evolución de la productividad total de los factores, la cual se demuestra que ha crecido de manera importante en el periodo 2000-2013. En este cálculo se ha comprobado que, pese a la escasa relevancia de los efectos de escala y el cambio en la eficiencia, los efectos positivos a largo plazo de la tendencia temporal (asociada al cambio tecnológico) hacen que la productividad total de los factores del Sistema Portuario Español haya experimentado un notable crecimiento en los últimos 15 años.

ABSTRACT: In this work, we analyse the evolution of total factor productivity in Spanish port infrastructure during the period 2000-2014. To this end, we calculate the change in TFP components: technological change, scale effects and technical efficiency changes. At the beginning of the study, we describe the development of the legal and political framework which has characterised the Spanish port infrastructure from the XV century to the present day. The second part of the work contains an analysis of the historical evolution of port traffic (output) and productive factors (labour, capital and intermediate consumptions). Furthermore, in this section we explain the data base and it provenance. The next section of this investigation analyses the methodology used to calculate the total factor productivity change through the estimation of its components. After that, we describe the empirical specification employed to the estimation of the production function and the decomposition of total factor productivity. From the econometric estimation of production function, we demonstrate the existence of constant returns to scale in Spanish port infrastructure and we prove that technological change has a positive long-term effect on the output. From this estimation, we have calculated the technical efficiency level in the 26 ports that we have studied and the mean in Spanish ports for each year. In both cases, we demonstrate that Spanish port infrastructure is characterized by a high level of technical efficiency. Finally, we estimate the evolution of total factor productivity. In this section, we demonstrate that TFP has experienced an important increase during the period 2000-2013. This estimation shows that, despite of the low relevance of changes in scale effects and technical efficiency, the positive long-term effect on the output which has the technological change makes that total factor productivity in Spanish port infrastructure has experienced an important increase in last 15 years.
