Uber: hacia un nuevo sistema de transporte urbano

Abstract

RESUMEN: El principal objetivo de este trabajo es analizar el impacto que las nuevas alternativas de transporte urbano ejercen en el modelo tradicional del taxi. En primer lugar, ubicaremos el sector del taxi en un mercado concreto de transporte y analizaremos las principales restricciones que singularizan su regulación. A continuación, analizaremos un debate económico a favor y en contra de la desregulación y veremos su efecto en algunos países. En segundo lugar, vamos a utilizar el caso de Uber: por un lado estudiaremos su funcionamiento y su impacto en el mercado, el empleo y la calidad o seguridad del servicio; por otro lado, contrastaremos su ámbito de actuación al de la regulación del taxi y veremos los beneficios o desventajas que tiene para los taxistas y conductores Uber. Veremos que la polémica que ha suscitado Uber ha puesto de manifiesto la necesidad de reformar la estricta regulación a la que esta sometido el sector del taxi. Finalmente, analizaremos el papel que la economía colaborativa está ejerciendo en la sociedad y propondremos medidas regulatorias que han de adoptar tanto estas economías como el mercado del taxi.

ABSTRACT: The main objective of this thesis is to analyze the impact that new urban transportation alternatives are exercising over the traditional taxi model. Firstly, we will locate the taxi sector within a specific transportation market, and we will analyze the main restrictions distinguishing its regulation. Having discussed this regulation issues, we will following analyze an economic debate for and against deregulation, and see its impact on different countries. Secondly, we will discuss the Uber case: on the one hand we will study its functioning and impact on the market, employment, and service quality and security; and on the other hand we will contrast its acting on taxi regulation, and the benefits or disadvantages bound to both taxi and Uber drivers. The controversy stirred up by Uber will be also evaluated, as it has brought up light to the necessity of reforming the strict regulation that the taxi sector is subject to. Finally, we will take a deeper look into the role that shared economy is taking in our society, and we will propose regulation measures to adopt not only on these kind of economies but also on the taxi market itself.
