Ideología, gobiernos autónomos y tratamiento normativo de la atención a la diversidad. Un estudio comparado: Cantabria-Castilla y León

Abstract

RESUMEN: Nuestro trabajo se basa en un estudio comparativo, desde una perspectiva histórico-normativa, de las políticas educativas de dos Comunidades Autónomas españolas con diferente signo político en sus Consejerías de Educación, en relación al tratamiento de la Atención a la Diversidad en la etapa de Educación Primaria. Situamos el periodo de estudio desde el 2003 hasta el 2011, a través del análisis de la normativa educativa generada durante ese tiempo y la descripción de los planes y las medidas desarrolladas. Tras describir, interpretar, yuxtaponer y comparar las políticas educativas de Atención a la Diversidad, considerando el contexto que engloba el periodo de estudio, llegamos a la conclusión de que a nivel normativo no existen grandes diferencias en el concepto y tratamiento de la diversidad entre un Gobierno conservador y uno progresista, aunque evidentemente sí existen matices en su legislación que influyen en la manera de abordar el tema.

ABSTTRACT: Our work is based on a comparative study, from a historical standards perspective, the educative politics from two Spanish autonomous regions, both with different political views within their Department of Education, with relation to the handling of Attention to Diversity at the Primary Education stage. The period of study was from 2003 to 2011, through analysis of generated regulations, description of plans, and developed measures during the said period of time. After describing, interpreting, juxtaposing, and comparing education policies of Attention to Diversity, considering the context that encompasses the period of study, we came to the conclusion that at regulatory level there are no major differences with the concept and handling of Diversity between a conservative government and a progressive one. Although, evidently there are existing nuances within its legislation that can influence the way in which we approach the subject.
