El contrato de colaboración público-privado

Abstract

RESUMEN: Este trabajo pretende analizar la naturaleza de un contrato de colaboración público-privada, en especial el del Hospital Marqués de Valdecilla. El estudio contempla un acercamiento al Sistema Europea de Cuentas además una definición de la necesidad de financiación. Se detalla cómo está formado el presupuesto de gastos. Asimismo, se estudia de distintas maneras de contratación, algunas que ya no se usan y otras que sí, para esquivar el déficit, y finalmente, en particular, que es una colaboración público-privada y como es el contrato en cuestión y analizar cómo es en el hospital en cuestión y una comparación con otros hospitales.

ABSTRACT: This paper aims to analyze the nature of a public-private partnership contract, regarding specially that of the Marqués de Valdecilla Hospital. The study approaches the European System of Accounts and defines the need for financing. It details how the expense budget is formed. Moreover, it studies several hiring practices, some that are still in use, and others that are not, as means to avoid deficit, and finally, in particular, to see what is a public-private collaboration and how is the contract actually is, and analyze how said contract is in the case of said hospital and compared to other spanish hospitals.
