Contabilidad pública, evolución y desarrollo en sanidad y educación en el País Vasco

Abstract

RESUMEN: Este trabajo se enmarca dentro del área de la contabilidad pública, y tiene como objetivo analizar la evolución de la administración en las áreas de Sanidad y Educación en el País Vasco. Sanidad y Educación se tratan de las partidas más importantes de la administración, son las que más volumen de gasto tienen en el presupuesto y las que mayor impacto social generan. Dentro de la comunidad autónoma del País Vasco, ambas ocupan cerca de la mitad del presupuesto, y su evolución ha sido consecuente con la situación de esta comunidad. La característica distintiva de esta comunidad es que su situación económica debido al régimen de financiación foral, ha seguido un patrón diferente a la del resto de comunidades. Como consecuencia del nacimiento de la crisis económica y financiera, tanto global como española, España tuvo entre los años 2008-2013 los efectos más notorios de la crisis. Con el aumento de la tasa de desempleo y la disminución del PIB, el nivel de ingresos de la administración disminuyó drásticamente por lo que el déficit aumento hasta llegar a su tope del 11% en el año 2011. Las principales medidas del gobierno tuvieron, y siguen teniendo, como objetivo la reducción del déficit y el equilibrio presupuestario. Este equilibrio presupuestario nace por la necesidad solventar las arcas públicas y de ajustarse al plan de la unión europea, y tiene como desenlace la reforma del artículo 135 de la Constitución Española en el año 2011. Esta reforma tiene como objetivo impedir que las CC.AA. y el estado superen el margen de déficit estructural que dicta la unión europea. A partir de aquí, el estado recurre al recorte de gasto para ajustar el déficit, siendo Sanidad y Educación las que mayor volumen de recorte sufren debido a su volumen de gasto. Tras el estudio realizado, trataremos de observar la evolución de estas partidas en una comunidad distintiva como el País Vasco, así como la propuesta de qué medidas se deberían plantear y cuál es el principal problema de nuestra administración.

ABSTRACT: This work is framed within the area of public accounting, and aims to analyze the evolution of management in the areas of health and education in the Basque Country. Health and education are treated in the most important sections of the administration, they are the largest volume of expenditure on the budget and that greater social impact generated. Within the autonomous community of Basque Country, both occupy about half of the budget, and its evolution has been consistent with the situation of this community. The distinguishing feature of this community is that their economic situation due to statutory funding regime, has followed a different from the other communities pattern. As consecuence of the birth of the economic and financial crisis, Spain had between 2008-2013 the most noticeable effects of the crisis. With rising unemployment and declining GDP, the income levels of the administration dropped dramatically so increased the deficit to reaching its peak of 11% in 2011. The main measures that the government had taken were aimed at reducing the deficit and promote balanced budget. This balanced budget was originated from the need to solve the public coffers and adjust the plan of the European Union, and its outcome was the reform of Article 135 of the Spanish Constitution in 2011. This reform aims to prevent CC.AA . and the state exceed the margin structural deficit that dictates the European union. From here, the state start to cut spending to adjust the deficit. Healt and Education are the competences that more suffer the cut spending because of their volume of spending After the study, we will try to observe the evolution of these items in a distinctive community as the Basque Country, as well as the proposal that measures should raise and what is the main problem of our administration.
