Unlike the modern conception, anyone who crossed the boundaries of their own civitas or local homeland was considered a foreigner, often to settle in another city. These residents, known as incolae, although they might be Roman citizens, did not enjoy the same civic rights in their city of residence as they did in their city of origin.
