La articulación de esta política correspondió principalmente a letrados eclesiásticos que compaginaron una carrera en la administración regia con el ejercicio episcopal, hecho que permitía la aplicación en sus diócesis de las medidas acordadas en el marco de tal política, y en la que lo temporal y lo espiritual se solapaban. abstract = {The tutelage of the Catholic reform under the auspices of the canons of Trent application was an unexpected and solid tool for strengthening the temporal power, that contributed decisively to the configuration of the Hispanic monarchy. The articulation of this policy was mainly the responsibility of ecclesiastical scholars who combined a career in the royal administration with episcopal office, a fact that allowed the application in their dioceses of the measures agreed within the framework of this policy, and in which the temporal and the spiritual overlapped. Therefore, although the Segovian episcopate of Diego de Covarrubias has tended to be considered the honorary adornment of an eminent minister and jurist, its importance is decisive for understanding the practical implementation of an entire political and spiritual programme and its limitations, as this article will attempt to demonstrate.},
