abstract = {RESUMEN: Uno de los principales objetivos de la Unión Europea, ha sido la reducción de la desigualdad económica dentro de su territorio. La Política Regional Europea, una de las principales a nivel comunitario, ha sido la encargada de perseguir tal objetivo.
Dentro de ésta, se encuentra la Cooperación Territorial Europea, donde Cantabria, y desde el año 2000, ha sido una pieza clave dentro del desarrollo de la iniciativa INTERREG, concretamente en el Programa SUDOE. Su labor como Autoridad de Gestión del mismo, ha supuesto la responsabilidad y gestión de numerosos proyectos llevados a cabo en los periodos 2000-2006, 2007-2013 y en la actualidad (periodo 2014-2020).
Con la realización de tales proyectos se pretende dar solución a diferentes problemáticas comunes entre las regiones del sudoeste de Europa, para fomentar la cooperación y el desarrollo regional por medio de la cofinanciación de proyectos transnacionales.
En este trabajo se realiza un análisis de las experiencias tanto pasadas, como presentes de las entidades partícipes en estas actividades, con objeto de poder establecer cuál ha sido el nivel de éxito/impacto de los fondos destinados a este programa dentro de Cantabria, y poder establecer una serie de expectativas futuras con respecto a su evolución en el último periodo de programación.
La metodología empleada se ha basado en encuestas, entrevistas personales y metodología estadística, tras haber realizado previamente un análisis teórico conceptual del espacio SUDOE.
Finalmente, se establecen una serie de conclusiones y recomendaciones para la consecución de una operativa más eficiente de los futuros proyectos.},
abstract = {ABSTRACT: One of the main goals of the European Union, has been the economic inequality’s reduction over its territory. The European Regional Policy, one of the principals in Europe, has been in charge of getting that goal.
Within this one, we find the Territorial Cooperation, where Cantabria, and since the year 2000, has been a key element with the INTERREG initiative development, concretely with the SUDOE program. Its task as Managing Authority of this program, has supposed the responsibility and management of numerous projects performed during the 2000-2006, 2007-2013 and 2014-2020 periods.
With the development of that projects, it is expected to solve different common regional difficulties in the European south west part, in order to encourage the cooperation and regional development by means of co-financing transnational projects.
This Working Paper carry out an analysis about both past and present entity experiences which have been taking part of this activities, with the purpose of establishing the Cantabrian impact level of the founds destined to this program. With this information, we will be able to build some expectations about the current period’s evolution.
The methodology used consists on surveys, personal interviews and statistic methodology, having previously carried out a theoretical conceptual analysis of the SUDOE space.
Finally, a series of conclusions and recommendations are established for the achievement of a more efficient operation of future projects.},
