abstract = {El consumo de tabaco es la principal causa aislada de mortalidad prevenible. Su difusión se ve favorecida por los bajos precios, las campañas agresivas de comercialización, la falta de conocimiento sobre sus consecuencias, políticas poco efectivas, así como también por la existencia del comercio ilícito, que hace más accesibles estos productos.
Las diversas propuestas de control del comercio de tabaco durante los últimos años han cuajado en 2015 en el Protocolo de Comercio Ilícito para la Eliminación de Productos de Tabaco de la OMS.
La industria del tabaco ha sido la principal responsable del comercio ilícito, obteniendo numerosos beneficios de estas actividades ilegales. Asimismo, ha realizado y realiza presión para que las políticas encaminadas a controlar el comercio del tabaco no se pongan en práctica.
Entre estas políticas de bloqueo destaca el desarrollo del sistema Codentify®: obligada a utilizar sistemas de rastreo para identificación de productos ilegales de tabaco y, en contradicción con el texto y el espíritu del Protocolo, han desarrollado este sistema que, además de tener numerosos problemas técnicos, haría que el control del comercio ilícito esté controlado por quien hasta ahora ha sido el principal responsable del mismo.},
abstract = {Tobacco consumption is the main preventable cause of mortality. Low prices, aggressive marketing strategies, unawareness of its toxicity, ill-designed policies, and the existence of illicit trade activities –which increase its availability- are among the causes contributing to its spreading.
The proposals made in the last years to tackle tobacco illicit trade have led to the approval in 2015 by the WHO of the Illicit Trade Protocol.
Tobacco companies have continuously been the main responsible agents –and the main beneficiaries- of the tobacco illicit trade. They have also developed all kind of strategies, and exerted different kinds of pressure, to block –or at least, hinder- the measures aimed at controlling the illicit trade.
Among the measures they try to hinder is nowadays especially important the trace and tracking that the Protocol makes compulsory. For this, they have developed their own system, named Codentify®. Besides having a lot of technical problems, the implementation of this system contradicts the letter and the spirit of the Protocol, and puts illicit trade control in the hands of those who are most responsible for it.},
